Why can't you use groundbait in some fisheries such as cefn mably?

I think its down to water quality tbh stevo.
Some places dont like ppl using ground bait because there are some that will take kilo's of the stuff with them and use it all in one session,which cant be good for the quality of the water.
Although there are some places that will allow you to use a kilo at a time,and others have no bans at all.
Would depend on what management policy they impose.

I would have thought the answer to that one would be because of the sheer number of people that fish there. If everyone who went there threw half a bucket of groundbait in everytime they fished, i'm sure the water would soon become polluted and have adverse effects on the fish and fishing. The ban however seems to get ignored by a privaleged few.... Fished it a couple of weekends ago, was very busy, and for the first time I didn't get a carp!!

yup, in fact i've used one to good effect. Had about 6 carp in an afternoon on it, just be prepared to battle your way through the masses of rudd (nice fish mind).
Oh, and just because you can't groundbait, doesn't mean you can't used the method feeder, as loads of people do (including me).

Thing is, you'll catch fish from anywhere on the lakes as the stocking is so high. I've found the features to be incredibly productive, casting to the pads on the horseshoe lake (any of them) will almost guarantee you action, and i would prefer them to open water anyday. One of my favourites is the single pad furthest away from the carp lake. If you're sticking to the carp lake, i'd fish the bottom end as the temperature is dropping and the carp are heading to deeper water (the top end on both lakes is about 2ft deep!!) you'll connect with cracking chub and possibly barbel as well (had chub to almost 5lb and seen barbel of 4lb come out). Fishing meat such as Spicy Pepperami is a clasic bait for all three! take a look at the webpage to see what i mean about the depths www.cefnmablylakes.fsnet.co.uk/maybe i'll see you down there sometime?? ;D
